Dataminers have said that the drop rate is 3% from these enemies. 2 - Once you've encountered and killed (or been killed) by a named enemy in a map/session, another one won't spawn for 30m in the same session.

Can you craft the Chatterbox more than once?

you can have as many as you want as long as you have the materials to do so. You would not have to break down that piece if you had the materials otherwise . Dont know i broke my first chatterbox like after having it for 3 minutes.

Can you upgrade exotics to level 40?

There will be new weapons, exotics and gear in New York. At Level 40 there won't be blueprints to upgrade exotics to Level 40 immediately.
